About the Parliamentary Channel

The Parliamentary Channel is an important extension of the Parliament of The Bahamas’ public information and broadcasting services. It provides the public with greater access to parliamentary proceedings by bringing the work of the House of Assembly and Senate beyond the parliamentary precinct and into homes, businesses, schools and digital spaces.

Behind every broadcast is a dedicated production team responsible for the technical and creative elements required to capture and deliver parliamentary proceedings.

From camera operation and audio management to directing, switching, graphics, recording and post-production, the team works behind the scenes to ensure that parliamentary proceedings are presented clearly, professionally and reliably.

The Channel also contributes to the preservation of Parliament’s audiovisual history by maintaining recordings of proceedings and other approved parliamentary content.

The Parliamentary Channel Production Team

The Team Behind the Broadcast

The Parliamentary Channel is supported by a team of media and production professionals who work behind the scenes to bring parliamentary proceedings to the public.

The team combines technical knowledge, broadcast production skills and an understanding of the parliamentary environment to ensure that proceedings are captured accurately and presented in a fair and professional manner.

Production personnel work before, during and after each sitting to prepare equipment, manage the live production, monitor audio and video, record proceedings and prepare content for subsequent use.

Production Team Responsibilities

The Parliamentary Channel Production Team is responsible for:

  • Preparing and testing broadcast equipment before parliamentary sittings
  • Operating cameras throughout proceedings
  • Monitoring and managing parliamentary audio
  • Directing and switching live camera feeds
  • Managing the visual presentation of broadcasts
  • Preparing parliamentary graphics and on-screen information
  • Recording proceedings
  • Monitoring the technical quality of broadcasts
  • Troubleshooting technical issues
  • Preparing recorded proceedings for archival use
  • Supporting digital publication of parliamentary video
  • Assisting with coverage of approved parliamentary events
  • Maintaining and organizing audiovisual production resources

Production Roles

Camera Operators

Camera operators are responsible for capturing parliamentary proceedings through the appropriate camera positions within the Chamber and other approved locations.

Their work requires an understanding of parliamentary proceedings, timing, camera composition and the importance of maintaining a clear and professional visual record.

Camera operators work to ensure that the proceedings, Members and relevant parliamentary activity are captured appropriately throughout a sitting.

Audio & Sound

Audio personnel are responsible for capturing and monitoring the sound associated with parliamentary proceedings.

Clear audio is essential to parliamentary broadcasting because speeches, debates, questions, answers and other contributions must be audible to viewers.

The production team monitors microphones, audio levels and other sound equipment throughout proceedings and responds to technical issues that may affect the broadcast.

Director / Technical Director

The director or technical director oversees the visual and technical flow of the broadcast.

During a live sitting, this role may involve coordinating camera feeds, determining which visual feed is presented to viewers and working with other members of the production team to maintain a consistent broadcast quality.

The role requires close attention to the proceedings and effective communication with the production team.

Vision Mixing / Production Switching

The production switcher manages the transition between available camera feeds and other visual sources during a broadcast.

This ensures that viewers receive an organized and continuous presentation of parliamentary proceedings.

The production team may switch between different camera positions, wide shots, close-ups and other approved visual sources as required.

Graphics & Visual Production

The graphics function supports the broadcast through the preparation and presentation of visual information.

This may include:

  • Speaker’s identification/designation
  • Member’s names and titles
  • Chamber identification
  • Parliamentary branding
  • Programme titles
  • Notices
  • Lower-third graphics
  • Date and sitting information
  • Special event graphics

Graphics should follow the approved visual identity of the Parliament of The Bahamas and maintain consistency across television and digital platforms.

Recording & Media Management

In addition to live broadcasting, the Production Team is responsible for recording parliamentary proceedings and managing the resulting media files.

Recorded material may be prepared for:

  • Parliamentary archives
  • Website publication
  • Video-on-demand access
  • Social media clips
  • Historical reference
  • Public information
  • Educational purposes

Proper organization of recorded material is essential to ensuring that parliamentary video can be located and accessed when required.

Before the Broadcast

Preparing for a Parliamentary Sitting

Production begins long before Members enter the Chamber.

The Production Team prepares the technical environment to ensure that the broadcast can proceed smoothly.

Preparation include:

Equipment Checks
Cameras, microphones, monitors, recording equipment and other production systems are inspected and tested.

Camera Preparation
Camera positions and framing are checked to ensure appropriate coverage of the Chamber.

Audio Checks
Microphones and audio levels are tested and monitored.

Graphics Preparation
Required graphics, names, titles and parliamentary information are prepared.

System Testing
Broadcast and recording systems are tested before the sitting begins.

Production Coordination
Team members confirm roles, responsibilities and technical requirements for the sitting.

During the Broadcast

Live Parliamentary Production

Once proceedings begin, the Production Team works continuously behind the scenes.

The team monitors multiple technical and visual elements simultaneously while remaining attentive to the proceedings taking place in the Chamber.

Depending on the production arrangement, the team may be responsible for:

  • Operating cameras
  • Switching between camera feeds
  • Monitoring audio
  • Managing graphics
  • Monitoring the broadcast output
  • Recording proceedings
  • Addressing technical issues
  • Coordinating with parliamentary personnel
  • Maintaining continuity throughout the sitting

The objective is to provide viewers with a clear and professional presentation of parliamentary proceedings while preserving the integrity of the proceedings being covered.

After the Broadcast

Post-Production & Archiving

The work of the Production Team does not end when a sitting concludes.

Following a broadcast, recorded material may require additional processing and organization before it can be made available to the public or preserved in the parliamentary archive.

Post-production activities may include:

  • Reviewing recorded footage
  • Organizing video files
  • Checking audio and video quality
  • Creating appropriately labelled recordings
  • Preparing videos for website publication
  • Producing approved excerpts or clips
  • Adding required metadata
  • Transferring material to archival storage
  • Maintaining an organized video archive

The preservation of audiovisual material helps ensure that significant parliamentary proceedings remain available as part of the institutional history of Parliament.
